spoke to all Yisrael in the desert east of the Jordan-- that is, in the
Arabah-- opposite Suph, between Paran and Tophel, Laban, Hazeroth and
Dizahab. Horeb, in Hebrew, brex' , means dried up, desolate, wasteland. This is the same place where Mosheh saw the bush that wouldn't burn (Shem 3:1), and where Mosheh brought water out of the rock for Israel (Shem 17:6). Later in Devarim we are told that this is also where Yahuwah spoke to all Yisrael (4:10,15; 5:2). Horeb should be identified as the area of desert where Mt Sinai stood (Mt Sinai and its surrounding foothills).

Yahuwah Rejecting That Generation 34 When Yahuwah heard what you
said, he was angry and solemnly swore:
46 And so you stayed in Kadesh many days-- all the time you spent there.
26 From the desert of
Kedemoth I sent messengers to Sihon king of Heshbon offering peace and
saying,
3:1 Next we turned and went up along the road toward Bashan, and Og king
of Bashan with his whole army marched out to meet us in battle at Edrei.
